Ensuring RF Exposure Compliance in Connected Learning Environments

The objective was to determine whether RF exposure levels in areas accessible to students, teachers, staff, visitors and other members of the public were within the applicable Health Canada Safety Code 6 limits.

The assessment needed to consider the site’s wireless environment rather than looking at individual RF sources in isolation.

This is particularly important because multiple RF sources can contribute to the overall exposure environment.


What is Safety Code 6?


Health Canada’s Safety Code 6 establishes recommended limits for human exposure to radiofrequency electromagnetic fields in the frequency range from 3 kHz to 300 GHz.

The guidelines are designed to protect people, including members of the general public and workers, from established adverse health effects associated with RF exposure.


Safety Code 6 covers RF sources associated with technologies such as Wi-Fi, cellular communications and 5G.


For wireless infrastructure subject to ISED requirements, compliance with Safety Code 6 is an important part of RF exposure evaluation.


Red Oak’s Approach

Red Oak Technologies approached the school board assessment as an engineering evaluation of the site’s overall RF environment.


The assessment included:


1. Review of RF Sources


The first step was to identify the relevant RF-emitting equipment and available technical information.

This can include:

  • Wi-Fi access points

  • Cellular antennas

  • DAS equipment

  • Wireless communication systems

  • Nearby RF sources

  • Transmitter operating parameters

  • Antenna characteristics and locations


Understanding the local RF environment is essential because exposure from multiple sources may need to be considered collectively.


ISED’s antenna-system procedures specifically require consideration of the combined effects of nearby installations within the local radio environment.


2. RF Exposure Evaluation


Depending on the project requirements and available information, an SC6 assessment can involve engineering calculations, modelling, field measurements, or a combination of these approaches.


ISED’s GL-08 guidelines identify theoretical calculations, measurement results and corrective measures as methods that can be used to demonstrate compliance with Safety Code 6.


For this school-board project, Red Oak evaluated the relevant RF sources and assessed exposure in areas accessible to the general public.


3. Assessment of Publicly Accessible Areas


Schools present a unique environment because many areas are accessible to children, teachers, administrative staff and visitors.


The assessment therefore considered areas such as:


  • Classrooms

  • Hallways

  • Common areas

  • Gymnasiums

  • Offices

  • Outdoor areas

  • Rooftops or restricted areas, where applicable


Health Canada’s technical guidance distinguishes between controlled and uncontrolled environments and provides guidance for evaluating RF exposure through measurements, calculations and modelling.


4. Compliance Documentation


The findings were documented in an engineering report designed to provide the school board with a clear understanding of the site’s RF environment and its compliance status.

An effective RF exposure report should clearly identify the methodology, relevant RF sources, assumptions, results and applicable compliance conclusions.

ISED’s GL-08 guidance specifies key information to be included in RF exposure compliance reports, while GL-01 provides guidance for RF field measurements and references GL-08 for reporting measurement surveys.
